Timeline

The Commission will deal with five themes between January and July 2018. The Commission will then come to a close and discuss its emerging findings during the final theme (Bridging the Gap) wrap-up session in September 2018. During the final session, the panel will need to understand where there are overlaps or gaps, and as such suggest a way forward. After this final theme meeting in September 2018, the report of recommendations will be drafted and presented back to Basildon Council by the end of the year.

It is proposed that each of the Commission’s themes will follow the below format and timeframe and that the panel will deal with a theme each month:

Week 1/Week 2: Preparation of Briefing

Week 3: ‘Out and about day’ followed by the Commission Panel Meeting

Week 4: Publication of Report

Timeline Specifics

Week 1/Week 2: Preparation of Briefing

In order that the panel are appropriately briefed, a briefing note on each theme will be written in advance of the relevant meetings. The LGiU have been commissioned to provide this service. The briefing will consider relevant information in connection with the matter to be considered, summarise existing documents etc. and reflect on current matters in relation to the national issues. The briefing will also identify key issues for each theme.

Week 3: ‘Out and about day’ followed by the Commission Panel Meeting

It is anticipated that the panel will meet members of the local community just before each theme meeting and this will all happen on the same day. These ‘out and about days’ will be informal, small group discussions with the local community such as headteachers or mother/toddler groups and will take place across the five towns of the Borough. The Commission Panel meeting will follow and feature the following:

  • Half day meeting
  • Start with informal networking/refreshments with the panel and expert witnesses
  • Presentation of briefing
  • Expert witnesses workshop (or written submissions)
  • Consideration of actions/recommendations with key learning points
  • Look ahead to next theme

Week 4: Publication of Report

In order that all local, regional and national stakeholders are kept abreast of the Commission activities, a brief report will be produced after each theme/meeting setting out the matters considered by the Commission and its findings.
